The phrase that came to be proposed as a replacement even when George W Bush was still in office, the “long war”, has similarly fallen by the wayside, to be succeeded in March 2009 by a less overtly combative Pentagon formulation: “overseas contingency operation”. But it is easier for the Barack Obama administration to redefine the conflict it is involved in than to change the bleak current reality in three main flashpoints – Afghanistan, Pakistan and Iraq.

    UK Opposition Parties outline potential Defence Spending Cuts

    Liberal Democrat Treasury spokesman Vince Cable and Shadow Chancellor George Osborne have both highlighted potential defence spending cuts should their parties come to power. In a pamphlet for the think tank Reform, Cable identified nine ideas for budget savings, which included scrapping the Trident nuclear missile system as well as other defence procurement programmes including tranche three of the Eurofighter aircraft. Osborne, following a speech at a conference organised by the Spectator magazine, echoed Cable in citing the Eurofighter project and also identified the project to build 2 new aircraft carriers and a £2.7 billion order for 25 A400 transport aircraft as specific potential savings.

    Often seen as a tactic harnessed by the weak, guerrilla warfare can also be a employed by the strong. States have at times used guerrillas in inter-state and civil conflict.

    Guerrilla warfare is widely viewed as a weapon of the weak. To Mao Tse-tung, it was the optimum strategy of those “inferior in arms and military equipment.” He drew inspiration from the Russian troops accomplishing, in 1812, what their militarily superior European counterparts could not: drive Napoleon’s Grand Army out of their country. They did this not only by taking advantage of Russia’s distinctive geography and climate, but also by using guerrillas – Cossacks and peasants – to go after the French troops “as unconsciously as dogs bite to death a rabid stray dog.”

    But, guerrilla warfare can also be a weapon of the strong. States with robust conventional military capabilities at times use guerrillas in inter-state and civil conflict.

    Guerrilla Warfare

    Guerrillas’ advantages stem from their organization and local ties. They typically operate as small, independent units, thereby exercising more maneuverability, alertness, concealment, and access to the local population than their regular counterparts. Carl von Clausewitz recommended supplementing a regular army with bands of armed civilians. He observed that, when faced with adversity, soldiers typically “cling together like a herd of cattle,” while civilians “scatter and vanish in all directions, without requiring a special plan.” But, he emphasized that the latter should not be used “to pulverize the core but to nibble at the shell and around the edges” of regular armies.

    Both Clausewitz and Mao viewed guerrillas as useful for weakening a conventionally strong rival through harassment and psychological warfare, but recognized that they are “but one step in the total war.” It is the regular troops that must, in the end, directly confront and defeat the enemy. Thus, for example, the recent U.S. strategy of sponsoring local rebels in Syria against Bashar al-Assad’s (Russia-supported) army was likely to fail not least because of the difficulties inherent in using nonstate proxies. The U.S. strategists – presumed students of Clausewitz – failed to recognize the necessary role of the regular forces, or else significantly underestimated their capacity to form a regular army out of irregulars while in the midst of a war. Or, they were simply constrained by the political unfeasibility of setting regular U.S. soldiers’ boots on the ground.

    In addition to weakening (or hopelessly trying to defeat) a rival’s regular forces, states often use guerrillas – or “counter-guerrillas” – against guerrilla rivals. The latter are typically rebels fighting to gain, maintain, or reclaim territorial control from an established government or occupying power. The former are sometimes also referred to as “pro-government militias.”

    In a recent article published in the Journal of Strategic Studies, I closely examine and disaggregate the different types of counter-guerrillas states use in counterinsurgency operations. I identify two types of counter-guerrillas: self-defense militias and death squads. Self-defense militias typically comprise ordinary civilians, such as peasants, while death squads are usually manned by experienced militants, such as turned rebels or violent criminals.

    I argue that states make proxy choices based on the latter’s comparative advantage, availability, and controllability. The state’s ideal partners are highly skilled fighters with deep knowledge of the insurgent network and links to the local population. Regular soldiers are highly skilled fighters, but possess limited local and insurgent knowledge. Partnering with nonstate actors means tackling the classic principal-agent problem, and the state’s capacity to do so is significantly shaped by its spatial reach (i.e. territorial control) across the theater of war. Figure 1 illustrates the different configurations of territorial control.

    In Zone A, the state exercises full control. Zone B represents the insurgent-dominated area, whereas Zone C is the contested region where both sides actively compete for influence. Zone D represents an area that has been largely neglected in the burgeoning civil war literature. It is a zone that is neither fully controlled nor, for the time being, actively contested.

    Among the nonstate alternatives, the ideal partner for the state is a skilled fighter with insider knowledge of the insurgency and its logistics network. The disadvantage of using this type of proxy is that his fighting skills make him dangerous and difficult to control. The cost of losing control of skilled fighters can be unpalatably high. Unless they are weak or collapsed, modern states will prefer to use skilled fighters when and where they can supervise them.

    Nonstate actors that possess the desired local knowledge and have significant experience wielding extra-institutional violence, whether of criminal or rebel nature, may be harnessed to counter the insurgents. Their comparative advantage is in performing specialized, offensive, and highly targeted tasks (e.g. assassinations) that take advantage of their high mobility and combat skills. Consequently, they are likely to be used where the insurgents are actually located (Zones B and C). We should expect them in Zone C, where the state can exercise control over their activities. Using death squads in Zone B requires the state to create robust control mechanisms, such as embedding these groups firmly within special operations units of regular military or police forces. Where the state exercises full control (Zone A), or where the insurgents are not yet present (Zone D), states do not require highly targeted offensive operations and, consequently, death squads.

    While the comparative advantage of death squads is in highly targeted offensive operations, self-defense militias are best at performing static defensive tasks, such as guarding villages, communication lines, transportation networks, and vital installations. They are, consequently, more likely to be used to facilitate the operation of state forces in contested regions (Zone C) or to deny the insurgency access to areas where neither side has effective control (Zone D). In Zone B, self-defense militias are helpless against the insurgents. Not only can their government-provided weapons easily fall into rebel hands, but also, given the high rates of defection in insurgent-dominated areas, they may become a fertile source of rebel recruits. Remnants of self-defense militias (once created in Zone C or D) may persist in Zone A, but only because demobilization of nonstate actors is usually slow and costly.

    The Kashmir Case

    India’s use of counter-guerrillas in Kashmir illustrates the logic of the argument. In response to an insurgency breaking out in the late 1980s in the Indian state of Jammu and Kashmir (here referred to as “Kashmir”), the Indian army used former rebels (i.e. “renegades”) and villagers to combat the insurgents. Initial efforts relied on local police enforcement, treating the insurgency as an issue of “law and order.” However, the local policemen proved ineffective and were supplemented by three paramilitary forces (the Central Reserve Police Force, the Border Security Force, and the Indo-Tibetan Border Police). The Indian army’s role expanded further in 1993 with the introduction of the Rashtriya Rifles, an elite army unit created specifically for counterinsurgency operations.

    Former rebels were used mostly in the contested areas (Zone C) and, under the supervision of the Rashtriya Rifles, in Zone B. Kashmiri ex-insurgents, who were also popularly known as “Ikhwanis,” were used to eliminate rebels and their sympathizers. In Zone D – the mountainous areas of the Jammu region – the state instituted the civilian-manned Village Defense Committee (VDC) system. Figure 2 illustrates the distribution of the “renegades” and the VDCs. Official statements place the number of VDC volunteers at 6,000, but a prominent Kashmiri journalist I interviewed in Srinagar (the summer capital of Kashmir) estimated the figure to be closer to 23,000.

    Costs of Counter-Guerrillas

    Counter-guerrillas may be good for war, but they are bad for peace. Weaponizing turned rebels, criminals, and civilians offers tempting tactical benefits, but it also carries significant post-conflict costs. The conventional wisdom is that outsourcing violence lowers the cost of conflict and provides states with plausible deniability. However, as I learned from my fieldwork in Kashmir and other conflict zones, the local population quickly becomes aware of the illicit links between the counter-guerrillas and the government, as does the international community.

    The “renegades” may have helped the Indian army achieve military victory over the insurgents, but they also significantly boosted the widespread and enduring resentment against the Indian government. The arming of a select ethnic group (mostly Hindus and some Sikhs) in Jammu generated “intermittent outburst of communal violence” as well as incidents of looting, abduction, and rape.

    Playing local groups against one another is a classic strategy of colonialism, with a lasting impact on the peace and prosperity of many postcolonial states. Perhaps India’s Supreme Court said it best. It described the arming of over 6,000 young men in the tribal tracts by the central Indian state of Chhattisgarh to fight the Naxalite-Maoist insurgents as “tantamount to sowing of suicide pills that could divide and destroy society.”

    Why has the US failed so dramatically in Afghanistan since 2001? Dominant explanations have ignored the impact of bureaucratic divisions and personality conflicts on nation-building in Afghanistan. These divisions meant the battle was virtually lost before it even began.

    This article presents alternative findings about US efforts to construct a stable and prosperous Afghan state. It concentrates on the bureaucratic conflict surging beneath the surface of the mission, which compromised state-building goals and bedevilled the implementation of policies across a wide range of issues linked to law and order, development, governance and counter-narcotics. The fact that internal bureaucratic problems were an important explanation for the lack of progress has been underestimated in the current scholarship. With this in mind it is stressed here that the machinations of the agencies and individuals who make up the US foreign policy bureaucracy must be recognised alongside external factors in order to provide a complete picture of the difficulties and frustrations characteristic of US state-building in Afghanistan.

    Afghanistan: a twenty-first century state-building project

    Afghanistan has been considered the first major test case for state-building in the twenty-first century. From 2001 onwards, there were some significant achievements as a result of efforts on the part of the United States and its allies. A variety of actors collaborated to sink hundreds of wells and construct many health clinics. According to some estimates, death rates among adult males have declined, and access to clean water has helped to curb disease and improve life expectancy. Millions of Afghan children are now enrolled in schools.

    But given the vast expenditure of the international community these achievements are underwhelming. Close to a quarter of Afghanistan’s population still do not have access to clean water, and nearly half of Afghan children are malnourished. Hunger is widespread and there is rampant unemployment. Schools lack equipment and sometimes even a schoolroom, and sewerage or electricity infrastructure outside of Kabul is practically non-existent.  Corruption is endemic at all levels of government and brutal strongmen, such as the capricious Gulbuddin Hekmatyar, continue to play a central role in national politics. Afghanistan also remains a narcostate that produces an alarming 90% of the world’s heroin with the Taliban now functioning a veritable drug cartel.

    What, then, explains this lack of progress? A smooth transition to Western-style democracy was always an unlikely, given Afghanistan’s ethno-sectarian fissures, economic underdevelopment and institutional fragility. It is now widely accepted that the strength of cultural, religious, and political traditions was underestimated. US insouciance in the years immediately after the invasion, thinly disguised beneath the euphemistic language of having a ‘light footprint’, also contributed to the rise of a ferocious and destabilizing insurgency. This heralded the return of the Taliban as a violent, tenacious and seditious force. In a more general sense, externally generated state-building would have been an ambiguous and difficult process in any country, let alone Afghanistan; the graveyard of empires.

    A bureaucratic tangle

    All of the above issues have been mentioned in media reports and scholarly works. Less attention, however, has been directed to the fact that the responsibilities of the various actors within the US state remained undefined or ambiguous. State-building was compromised by each agency’s unique culture, interests, norms and past experiences; all of which encouraged particular patterns of behaviour. In Afghanistan bureaucratic conflict circumscribed the capacity of the US government to act as a homogeneous and purposeful unit. The impact of this disorder was widespread, but it was particularly problematic in respect to counter-narcotics, law & order and infrastructure projects.

    The US government was not paralysed by the complexity of Afghanistan’s drug problem; however, there was no common conception or understanding of that problem between the relevant parties. During the Bush Administration’s time in office in particular, eradication, interdiction, and the Alternative Livelihoods Program were not subjected to a single calculated counter-narcotics policy, nor was there consensus in regards to the strengths and weaknesses of the three strategies. A lack of leadership from the White House and Congress augmented the capacity of agency rivalry to ensure that the United States failed to pursue a counter-narcotics effort that was united or reflective of Afghanistan’s needs.

    The Bush Administration’s approach to Afghanistan’s drug problem was not only ambiguous but also sporadic, and congressional engagement was not simply selective but also obsessive, advocating short-term solutions that revealed a limited knowledge of the situation on the ground (akin to the 10,000 mile screwdriver). Meanwhile, elements within the civilian wing of the US foreign policy bureaucracy, meanwhile, had their own ideas about Afghanistan’s drug problem. The Bureau of International Narcotics and Law Enforcement Affairs (INL) was influenced by its previous experiences in Columbia and elsewhere, so it prioritized eradication above all else.

    The Drug Enforcement Administration (DEA) favoured interdiction, but much like the INL, the agency struggled to convince other bureaucratic factions that its conceptualization of Afghanistan’s drug problem was the most accurate one. The United States Agency for International Development (USAID) is an actor not normally associated with drug prevention, and it was more concerned with the preservation and protection of its developmental mandate than using agricultural projects to prevent poppy farming. For the US military, counter-narcotics was only valid if it was subordinate to counterinsurgency, and even then both the Defense Department and the US Armed Forces were reluctant to commit resources and manpower to the task.

    The disharmony that plagued the US counter-narcotics program was also characteristic of US efforts to promote the rule of law. US agencies were placed under no significant pressure to initiate rule of law projects by the White House, nor was it in the interest of any agency to spearhead legal reform, given the array of other (often competing) responsibilities that they had already accepted. Other issues took priority: development projects for USAID; diplomacy for the State Department and counterinsurgency for the military. The State Department employed separate contractors and also paid prosecutors on loan from the Department of Justice, who operated independently; while USAID ran its programs through separate contractors. No effort was undertaken by any agency to identify duplicate or conflicting programs and none of them could provide a clear picture of US expenditures.

    Competing ideas about how infrastructure development should be undertaken engendered another web of conflict. Namely, USAID’s perspective clashed with that of the rest of the State Department and US military. USAID considered projects that were conducted by the State Department and the military to be out of tune with the ‘developmental reality.’ Its preference for long-term initiatives coupled with a perceived lack of man-power fostered the impression among military officials that it was ineffective and unreliable. Similarly, the relationship between the State Department and USAID was often characterized by indecision and competing priorities, which precluded the two agencies from establishing a united development front.

    As the insurgency intensified, the US military and the State Department used their influence in Washington to convince USAID to prioritize road-building and agriculture projects in Afghanistan’s most dangerous provinces: Helmand and Kandahar. Often, but not always, USAID yielded to the pressure of more powerful bureaucratic forces and implemented projects that it perceived to be cosmetic. But in order to fulfil these obligations, USAID relied on contractors. These contractors operated in a nebulous area between the private sphere and the foreign policy bureaucracy. They added another layer of confusion to already divided development efforts. Many of the contractors left an array of unfinished school, roads, power supplies and medical clinics. USAID was criticized by the State Department and the US military for delegating projects to Berger, Chemonics and other contractors, but then failing to sufficiently monitor their activities.

    Lessons learned

    No single US official or agency is to blame for the problems outlined in this article, but it meant the battle in Afghanistan was virtually lost before it began. To overcome such bureaucratic conflict, more effort—both in Washington and the field—must be directed toward encouraging a whole-of-government approach to complex foreign policy issues. This should involve staff exchange programs, compulsory inter-departmental meetings and a greater emphasis on aligning interests with policy platforms from senior figures within each agency and, most importantly, the White House. Political will and dedication from the US leadership is certainly essential, but government-based training programs must also infuse prospective US public servants with an understanding of the structure and nuances of the foreign policy bureaucracy in order to promulgate practices that encourage empathy and flexibility. Given the criticism the United States has faced for its state-building efforts in Afghanistan and Iraq, it is unlikely that a similar mission will be attempted in the near future. However, US policy-makers should be careful not to forget these experiences; as was the case following the Vietnam war. The United States still considers ‘fixing’ failed states to be an important foreign policy goal. With is in mind, it is probable a situation will arise requiring the mobilisation of resources and agencies towards state-building. In such a scenario, a cohesive intra-governmental front will be help the US to avoid the bureaucratic disorder that pervaded state-building in Afghanistan.

    Public opinion favours greater government action to tackle climate change

    A new poll conducted by WorldPublicOpinion.org, a University of Maryland initiative, has found that, in 15 out of 19 nations, a majority of those surveyed felt that their national government should give a higher priority to tackling climate change.

    18,578 respondents in nations that comprise 60 percent of the world’s population were polled. However as Sam Roggeveen at the Lowy Institute, an Australian think-tank, suggests, those surveyed were not asked what action they wanted their governments to take or how much they would be willing to pay for it. When the Lowy Institute polled Australians in 2008, more than half suggested they would only be willing to spend $10 (AUD) or less per month on top of their existing electricity bill. Although it is positive that public opinion regarding the need for action on climate change is building, in the months leading up to the UN Climate Change Conference in Copenhagen more must be done in order to couple the desire for action with the reality of the costs involved.

This rise in migrant flows from Mexico’s southern border overlaps with problems of control of contraband, organised crime, and the trafficking of drugs and arms. However, the government’s militarised approach to the phenomenon means that the use of force and human rights violations go unresolved and military approaches to preserving public order go unchecked. As long as migration remains a security issue, instead of a developmental and human rights matter, it will not be tackled appropriately. Instead, the government must start to view the matter through a citizen, not national, security lens.
